How to Heat a Legal Basement Apartment in Ontario. 5 Systems Compared.

The Ontario Building Code gives you one non-negotiable for a legal second suite: the tenant controls their own heat. Within that rule there are five workable systems. Here’s how they compare in 2026 — and the compliance catch on each.

1. Cold-climate ductless heat pump (the 2026 default)

Installed cost: $5,000–$9,000. One or two wall heads on a dedicated outdoor unit. Independent control by definition, provides cooling too, and rebate programs can offset thousands — but rebates require certified CSA F280 sizing, not a guess. The catch: heat pump output must be verified at your municipality’s design temperature, and bathrooms/bedrooms away from the wall head may need supplemental electric heat to satisfy room-by-room requirements.

2. Separate small ducted system

Installed cost: $8,000–$15,000. A compact furnace or ducted heat pump serving only the suite, with its own thermostat and ductwork. The cleanest compliance story and the best comfort — the catch is space for the equipment and new ducting, which is why it suits unfinished basements best.

3. Electric baseboard

Installed cost: $2,500–$5,000. The cheapest compliant path: every room gets its own heater and thermostat. The catch is operating cost — electric resistance in an Ontario winter can run 2–3× the cost of a heat pump — and you still need the F280 to size each room’s heater and the ventilation design on top.

4. Hydronic (radiant floor or panel radiators)

Installed cost: $10,000–$20,000+. Superb comfort in a basement slab, dead quiet, and easily zoned off an existing boiler with its own controls. The catch: it heats but doesn’t ventilate or cool, so it pairs with an HRV, and the design work matters — loop lengths, water temperature and controls are engineering, not guesswork.

5. Zoning the existing system (the narrow path)

Installed cost: $3,000–$7,000. Motorized dampers and a second thermostat can sometimes give a suite genuinely independent control from the existing furnace. The catch is that “sometimes”: the duct layout must isolate cleanly, fire separation rules affect shared ducts, and many building departments scrutinize this path hardest. It needs a proper design, not an installer’s improvisation.
