Step 0 — Before the Package Do First
⚠ Confirm the design temperature for your specific municipality from OBC climatic data before commissioning any report. A wrong temperature on the cover page is caught immediately and returns the application. Use our free lookup tool.
⚠ Confirm any municipality-specific pre-conditions — Zoning Certificate (Oro-Medonte, Orillia), Road Occupation Permit (Wasaga Beach), Planning sign-off (Midland), NEC/CA approval (Blue Mountains, Grey County). These gates must be cleared before Building accepts the application.
Municipality confirmed — not the county, not the region. The specific lower-tier municipality your property is in.

Document 1 — CSA F280 Heat Loss Calculation Always Required

Correct design temperature on cover page — the confirmed OBC value for your specific municipality. Not Barrie's -24°C applied to Innisfil. Not the GTA's -18°C applied to Collingwood.

Document 2 — Mechanical Drawings Most Projects
Duct layout or hydronic circuit plan drawn over floor plans — supply outlet locations, return grille locations, duct sizes, CFM targets at each outlet. See our HVAC design and mechanical drawings service.
Equipment schedule — model, manufacturer, capacity at the local design temperature. For cold climate heat pumps: capacity at the design temperature, not nominal capacity. See our heat pump guide.
BCIN stamp on every page of mechanical drawings — name, registration number, qualification ID.
Document 3 — MVDS Mandatory Since Jan 1, 2025
⚠ The MVDS is new under OBC 2024. If your package was assembled before January 2025, it is missing this document. An application without the MVDS is returned as incomplete. See our MVDS guide.
Mechanical Ventilation Design Summary — HRV or ERV selected (specific model), ventilation capacity, SRE at -25°C, SB-12 compliance path documented. See our HRV/ERV design service.
BCIN stamp on MVDS document — same designer who stamped the heat loss and drawings.
Document 4 — Schedule 1 Always Required
⚠ Schedule 1 is a separate prescribed form — not a signature on the drawings, not the BCIN stamp on the cover page. It must be submitted as a distinct document. See our Schedule 1 guide.
Schedule 1 Designer Declaration form — prescribed OBC form, separate document, not embedded in drawings.
Designer's name, BCIN registration number, qualification ID — all three fields completed, not just a signature.
Original signature from the BCIN-registered designer. Date of signing at or near the time of submission.
Final Check — Before Submitting
BCIN stamp appears on every page of every document — not just cover pages. Flip through every page and confirm.
Design temperature on the CSA F280 cover page matches the OBC value for your municipality.
Schedule 1 is a separate document — not a page within the drawings or the heat loss report.
MVDS is present as a distinct document — not a line item in the drawings.
