Who Can Sign · Credentials

HRAI vs BCIN: One Is Training. One Is the Legal Right to Sign Your Permit.

Homeowners hear both sets of letters and assume they mean the same thing. They do not, and mixing them up is how people end up paying for a design the building department will not accept.

Here is the plain-English difference, and the one question to ask before anyone designs your system.

Ask who signs Schedule 1, and look up their BCIN. Everything else is a sales pitch.

The Difference in Two Sentences

HRAI is the heating and air conditioning industry association. It trains people in load calculations and duct design and certifies the ones who pass its courses.

A BCIN is the Building Code Identification Number from the Province of Ontario. It is the legal registration that lets a designer put their name on permit drawings.

One proves someone took the course. The other is what the building department actually checks.

The question to ask

Who will sign Schedule 1, and what is their BCIN? If the answer is vague, keep shopping.

Side by Side

Who Issues It

HRAI: an industry association. BCIN: the Ontario government.

What It Means

HRAI: training in the calculation and design method. BCIN: passed the Ontario Building Code exams for that category, and registered.

Can It Sign a Permit Design?

HRAI alone: no. BCIN in the right category: yes. A licensed engineer also can.

Is It Required?

HRAI: no. BCIN or another legal route: yes, for permit designs, unless the owner-builder exemption applies.

Can Someone Have Both?

Yes, and many good designers do. Training plus legal registration is the best combination.

How to Check It

HRAI: ask for the certificate. BCIN: look it up in the public registry.

Where People Get Burned

The Contractor Sketch

An installer draws a duct layout and nobody qualified signs it. The permit comes back.

The Out-of-Province Designer

A designer with credentials elsewhere, but no Ontario BCIN. Good work, wrong signature.

The Lapsed Registration

A BCIN that was valid once and is not now. Check the registry, not the business card.

The Wrong Category

A BCIN in a category that does not cover house HVAC. The category matters.

Building Your Own House?

If you own the property and are building your own house, Ontario lets you do the design yourself without a BCIN. The exemption covers who can sign, not what has to be on the drawings. The calculation still has to be complete and right. See who can sign an HVAC design for the details.

Need a design that will be accepted? Ours are signed by a BCIN-registered designer and go in ready for review.

HRAI and BCIN Questions
Is HRAI certification the same as a BCIN?

No. HRAI is an industry association that trains and certifies people in load calculations and duct design. A BCIN is the legal registration from the Ontario government that lets a designer put their name on permit drawings. Training is good. The BCIN is what the building department checks.

Can an HRAI-certified designer sign my Ontario permit drawings?

Only if they also have the right BCIN qualification, or another legal route like being a licensed engineer. HRAI certification alone does not give signing authority in Ontario.

Does a BCIN designer need HRAI training?

Not by law. The BCIN exams test the Ontario Building Code. Many good designers also take HRAI courses because they teach the practical method well. Both are worth having. Only one is required.

Which BCIN category covers house HVAC?

The HVAC – House category covers heating, ventilation and air conditioning design for houses. See what a BCIN is for the categories and how registration works.

How do I check a designer’s BCIN?

Look them up in the Ontario public registry before you pay. It takes two minutes. See how to look up a BCIN.

My HVAC contractor says he is HRAI certified. Is that enough for my permit?

It means he has had training, which is good. It does not mean he can sign your permit design. Ask for the BCIN name and number of whoever signs Schedule 1.
